Some police departments (at least in the U.S.) are using a new and different approach with people seeming to be dealing with mental health challenges, based on a "Risking Connection" approach. At the April 2013 meeting of the New Hampshire Mental Health Consumer Council, the Chief of the Concord Police Department, and two members of their CIT team did an hour or so presentation about this. Two other "urban" communities were also using a similar approach, in N.H.

The [national] Council of State Government's Criminal Justice/mental Health Consensus Project's latest update had an update on this issue. I don't have the web address handy, but if you 'google' "Council of State Governments+Criminal Justice/Mental Health Consensus Project" some relevant information should appear.
