I'm coming back to this post to let readers know that the Guidelines were adopted by the CRPD Committee on Sept 9, 2022. The result has met many of my hopes and expectations - most particularly, leading colleagues involved in the Global Coalition on Deinstitutionalization characterize the Guidelines as taking as a 'reparations' or 'reparative justice' approach as a whole. There is a substantial section on reparations and repeated reference to 'survivors of institutionalization' as the key constituency along with those whose rights are currently being violated by institutionalization.
