Several justice and treatment partnerships have emerged to tackle and combat the social, economic, medical, and psychological determinants of crime. These partnerships have resulted in the creation of programs designed to achieve the rehabilitation of the defendant as an alternative to incarceration, without compromising accountability and public safety. Panelists will discuss examples of these programs in several countries in the Americas.

Speaker Bios:
Jeffrey Zinsmeister With almost 20 years of experience in law, program management, and international relations, Jeffrey Zinsmeister directs the alternatives to incarceration programs of the Inter-American Drug Abuse Control Commission, part of the Organization of American States. Before working with the OAS, he was a U.S. diplomat and director of U.S.-Mexico demand reduction and anti-corruption programs for the U.S. Embassy in Mexico. He has also worked as a strategic consultant for the international firm Bain & Company, where he developed public policy and implementing legislation for Latin American governments. Mr. Zinsmeister earned his bachelor’s degree from Harvard University and his law degree from the University of California, Berkeley.
Ms. Elisa Rubini Ms. Elisa Rubini is the primary author of the Case Care Management curriculum for the ES-CICAD/OAS. She has over 15 years of experience working globally with international and civil society organizations (Organization of American States/CICAD, United Nations and European Union, San Patrignano, and Dianova) in the fields of drug policy, alternatives to incarceration, recovery, and social integration of people with substance use disorder.
Ms. Rubini holds a Master in Philosophy from the Catholic University of Milan (2003), a Master’s in International Relations, a joint degree from the Vienna Diplomatic Academy and University of Vienna (2006), and an Executive International Master’s degree in Communications and Strategies of Intervention in Drug Addition, Prevention, Enforcement and Social Integration from IULM University of Milan (2008). |
